Prepaid Mobiles

Im looking for a new phone, but i dont have alot of money, doesnt matter if its pay as you go or contract, but what is the cheapest phone that can browse all web pages and has a good camera?
i live in england

I just want your opinion because I think the LG Viewty is better because of CNet UK and I think it is. But it seems other websites think newer is better so say the Samsung Tocco Lite is better. I got a couple of links to help you decide if you haven’t already
