I would recommend buying a NET10 pre-paid cell-phone, hotel phones are notorious for overbilling.
pretty much anywhere they sell gift cards. Try stater bros.

We use this a lot in the US and its accessible in Italy and most countries in Europe and some parts of Asia. They got very good rates and reliable service.
